Thousands of Overseas Jobs for Filipinos 2015

“The government’s number one priority remains jobs, economic growth, and long-term prosperity,” said Minister Kenny. “The new Federal Skilled Worker Program criteria will ensure Canada is selecting the skilled immigrants our economy needs, who are the most likely to succeed and fully realize their potential in Canada.”

The new selection system for the Federal Skilled Worker Program (FSWP) will take effect which time the program will re-open for applications, Citizenship, Immigration, and Multiculturalism Minister Jason Kenny announced today.

The improvements to the FSWP points grid are based on a large body of research which has consistently shown that language proficiency and youth are two of the most important factors in the economic success of immigrants.

The final changes to the FSWP selection criteria include:
  • Minimum official language thresholds and increased points for official language proficiency, making language the most important factor in the selection process;
  • Increased emphasis on younger immigrants, who are more likely to acquire valuable Canadian experience, are better positioned to adapt to changing labor market conditions, and who will spend a greater number of years contributing to Canada’s economy;
  • Introduction of the Educational Credential Assessment (ECA), so that education points awarded reflect the foreign credential’s true value in Canada;
  • Changes to the arranged employment process, allowing employers to hire applicants quickly, if there is a demonstrated need in the Canadian labor market; and
  • Additional adaptability points for spousal language ability and Canadian work experience.
  • As recently announced, due to the actions taken over the past months, new applications under the FSWP will be processed in a few months, rather than a few years. In order to ensure fast processing times and to avoid backlogs, the new FSWP will accept a fixed number of applications each year.

7,000 Job Vacancies for Filipinos in Canada 2015

Canada’s jobs market continues to sputter as the economy gave back some gains by shedding 7,000 workers overall, a disappointment to those hoping for a strong start to the year.

But after the news of stronger fourth-quarter economic growth than forecasted, and a gain of 30,000 jobs, economists had expected February would also see a gain in the order of about 18,000 jobs.

The bottom line looked worse than the underlying details — which included a pickup in full-time employment and private sector hiring.

Porter says monthly regional breakdowns are notoriously unreliable because of the larger sampling error factor in the survey, but a year-long look usually tells a true tale.

What the long view shows is that Alberta has picked up 82,000 jobs compared with a year ago, an increase of 3.8 per cent of the workforce, while Ontario and Saskatchewan gained 29,000 and 5,000 jobs respectively. All other provinces have lost jobs, except for New Brunswick, which broke even.

Scotiabank economists Derek Holt and Dov Zigler said the one-month public service plunge was likely exaggerated, given that the sector only lost 50,000 for the full year.

Still, there is no doubt government spending restraint is holding back job creation in Canada, economists said, a major factor in the weak U.S. job market as well.

By industry, there were 9,000 more workers in natural resources and 7,900 more in agriculture, but 25,000 fewer in finance, insurance, real estate and leasing. Manufacturing saw a small pick-up of about 5,000, while construction lost 3,600.

Filipinos in Korea

Filipinos in South Korea have a history dating back to the establishment of South Korea. Many live in Seoul, where they gather in the Hyehwa-dong and Dongsung-dong areas of Jongno-gu.

By 2004, the Philippines' Department of Foreign Affairs estimated the number of Filipinos in South Korea at 41,000, of whom 9,000 were undocumented. In 2006, the Philippines' Department of Labor and Employment signed an agreement with South Korea regarding Filipino migrant workers; the Korean side offered a minimum US$700 per month salary, which could rise as high as US$1,000 with overtime pay, would permit workers to remain in South Korea for up to three years, and offered preference to workers who had illegally worked in South Korea previously but departed the country voluntarily by the February 2004 amnesty deadline. Applicants would be pre-screened based on previous employment as well as educational and health certifications; those given preliminary approval would go on to take the Korean Language Proficiency Test administered by the South Korean government. The Philippine Overseas Employment Administration, which handled the pre-screening, was soon swamped with more than 200,000 applicants. By 2007, the Commission on Filipinos Overseas estimated that the number of Filipinos in South Korea had grown by more than 70% to 70,000; 6,000 held permanent residency, while another 14,000 - 15,000 were undocumented. In July 2007, the South Korean embassy, under pressure from Korean businessmen in the Philippines complaining of "harassment and extortion" by Philippine immigration officials, stopped issuing visas to Filipinos headed to South Korea for work.

Overseas Filipino workers based in South Korea are expected to receive wage increase after Labor Secretary Rosalinda Baldoz announced that Filipino workers under the Employment Permit System will benefit the approved salary hike by the South Korea Minimum Wage Council (SKMWC).

The SKMCW passed a minimum wage increase of 370 Korean won or 7.1 per cent; or an equivalent hourly rate of 5,580 Korean won. This is up from the 2014 rate of 5,210 won per hour.

The new wage level will be implemented from January 1, 2015 to December 31, 2015, citing Seoul-based Labor Attache Felicitias Bay, who said that the 7th Plenary Session of the Minimum Wage Council under Chairman Park Jun-sung passed the wage adjustment, participated in by 27 councilors.

Minimum wage hikes are determined by factors such as wage hikes by collective bargaining agreements and income distribution improvement rates which indicate wage levels of workers belonging to the same industry.

The increase, which translates to a monthly salary of 1,166,220 won (US$1,150.18) for people working 40 hours a week, or 209 hours a month, including paid weekly holidays, covers all workers as defined by the Labor Standards Act.

The wage increase, however, does not cover those working in their family business and living in the same residence, domestic workers, seafarers governed by the Seafarers Act, and those whose ability to work is apparently low due to physical or mental disabilities, as long as their exclusion from coverage is permitted by their Minister of Employment and Labor.

As of the first quarter of 2014, the Philippine Overseas Employment Administration reported the deployment of 319 new hires, 12 of which are domestic helpers while 307 are skilled workers to South Korea.

Filipinos in Japan

Filipinos in Japan formed a population of 202,592 individuals at year-end 2007, making them Japan's third-largest foreign community along with Brazilians, according to the statistics of theMinistry of Justice. Their population reached as high as 245,518 in 1998, but fell to 144,871 individuals in 2000 before beginning to recover slightly when Japan cracked down on human trafficking. In 2006, Japanese/Filipino marriages were the most frequent of all international marriages in Japan. As of March 12, 2011, the Filipino population of Japan was 305,972.

According to figures published by the Central Bank of the Philippines, overseas Filipino workers in Japan remitted more than US$1 billion between 1990 and 1999; one newspaper described the contributions of overseas workers as a "major source of life support for the Philippines' ailing economy." Though most Filipinos in Japan are short-term residents, the history of their community extends back further; during the Japanese occupation of the Philippines, some Filipino students studied in Japanese universities.

Filipinos have already become a huge part of the Japanese community and are not really considered that foreign anymore - which is good because it makes adjusting a bit easier. First of all there's the age issue. In the Philippines, the legal age is 18 years old. In Japan the legal age is 20.

Another issue is the language barrier. Very few Japanese can understand English, let alone speak English. You won't be able to get away without learning and mastering their language. If you want to survive in this country, learn Japanese language.

Filipinos in Japan are good. It is very important to carry ourselves in a carefully disciplined way, show that they are serious about their work.

Yes, life as an OFW in Japan is tough, but more so than that, it is very fun and the things that you can learn are really invaluable. If you are planning to work in Japan, you will need to learn how adopt their culture.

Obviously, expat life in Japan goes well beyond shipping your belongings and taking care of red tape. Socializing with fellow Filipinos is an important facet of living abroad and can be a huge stepping stone in getting to know the Japanese mentality and way of life. Filipinos in Japan are a part of our community, calling cities such as Sapporo, the Kansai Region, Tokyo, and many others home. You can use InterNations to look for fellow Filipinos in Tokyo, for example.

Wondering where to shop for Filipino delicatessen, want to discuss your national team's latest match, or simply talk to someone in your native language? Become a member of the Japanese InterNations Community.

Additionally, InterNations hosts regular expat events and activities in Japan. Our get-togethers are sure to cater to your taste as well: as a member, you can partake in cozy gatherings to enjoy some Japanese sushi and sashimi, join one of our huge expat celebrations with hundreds of participants in Tokyo’s best locations, and much more. Want to discover Japan? Go on a weekend trip with your fellow expats to see Hokkaido's wide open spaces and snowy frontier and other beautiful landmarks.

Filipinos in Hong Kong

Although Filipino domestic workers outnumber other Filipinos in other professions, there are a notable number of Filipino professionals in Hong Kong. Some arearchitects and civil engineers, working on some of the more prominent buildings and construction projects in Hong Kong. Some are information technology professionals, and some are in professional services (accounting, law, finance) too. A significant proportion of those employed as domestic workers in Hong Kong have other professions in the Philippines, even those with university degrees work in Hong Kong because of better financial opportunities.

The first Filipinos to have worked professionally in Hong Kong were these groups who went to Hong Kong during the post-World War II years and following the fall of the Mainland to the Communists in 1949. Many Filipinos also work in service industries in the Central business district, and also in Hong Kong Disneyland as entertainers or other cast members.

Eastern District has the highest concentration of Filipino residents of any district in Hong Kong, with 3.24% of the district's population being of Filipino descent (14,596 people).

Most Filipinos in Hong Kong communicate with the local population in English . However, they communicate with their own friends and community in Tagalog or in another Filipino language. Most of them have also picked up a few Cantonese phrases in everyday life. A few are adept at Cantonese usage.

Filipinos haven't settled long enough in Hong Kong to have a large number who know Cantonese fluently, unlike some of the other ethnic minorities such as the Pakistanis and the Indians who often speak Cantonese as well as their Chinese neighbors. This is because most Filipino workers are transients who do not intend to settle in Hong Kong—each year, a large number of these leave Hong Kong permanently, to be replaced by a different set of Filipinos who have to learn Cantonese from the beginning.

Most Filipinos in Hong Kong are Christians, the majority Roman Catholic. There are also a sizeable number who congregate in Protestant and non-denominational churches. A minority are Muslims or Buddhists. Many spend at least a part of their Sunday mornings attending Mass and various church services. Numerous Catholic parishes in Hong Kong offer Masses in Tagalog or English geared towards the Filipinos. According to the Roman Catholic Diocese of Hong Kong (2011), there is an estimated 120,000 Filipino Catholics who make up a large part of the non-local parish membership.
